Technical Details
The transfer assessment considers political, economic, social, technological, environmental, legal and governance conditions. The PESTELG framework contains 35 indicators, with five indicators in each dimension and a three-level score of 0, 1 or 2.
Twelve scenarios examine the four regional pilots in the other three participating regional settings. The analysis combines information from pilot leaders with the characteristics of potential receiving regions. It considers transport and logistics alongside technical and institutional conditions, supporting comparison of the factors that could enable or constrain replication.
Twelve cross-region pilot scenarios: four pilot solution groups considered in the three other pilot regions. Existing implementation locations are excluded from those twelve transfer scenarios.
The 35-indicator framework provides an initial assessment of regional opportunities and barriers. Pilot 5 connects virtual simulation with regional adoption planning and the interregional community of practice. Partner and stakeholder feedback will refine the screening.
Preliminary regional screening, awaiting partner and stakeholder validation. Initial scores support further assessment of transfer opportunities.
