Technical Details
The policy synthesis combines the CSS Inventory with the pilot baselines, use cases and application plans. It examines technical and non-technical barriers across the regional demonstrations and cross-checks the emerging recommendations against wider CCRI stakeholder findings.
The analysis connects regulation, markets, infrastructure, digital information and social participation. Common issues are translated into recommendations for European, national, regional and local authorities, including clearer application guidance, circular procurement, coordinated planning and support for secondary-resource markets. The first brief reflects preparation and early implementation experience, with later pilot evidence intended to inform the second brief.
The brief recommends clearer regulatory guidance, cross-sector coordination, circular procurement, investment support, infrastructure planning, citizen participation and interoperable data systems. It relates these themes to the agricultural, water, plastics and public-transport pilot contexts.
Project policy recommendations. Application depends on the current requirements for the relevant material, activity and jurisdiction.
